Start with [localization.md](localization.md) (authority, integration rules, open decisions), then [localization-tables.md](localization-tables.md) (generated from `source/locale-spec.js`) and [localization-corrections.md](localization-corrections.md) (what the last design pass rendered and left open). States are indexed in `states.md` and `screens/localization-*.md` (8 files, 169 states in 15 groups; L6 and L9 are release 2). References: `source/RenewCMS Screens Localization.dc.html`, `LocaleFrame.dc.html`, `locale-spec.js`, `locale-fixtures.js` and `LocalizationShell.dc.html`. The shell is isolated so existing boards keep their original AppFrame. The LocaleLive prototype was not imported. This is a target design; no production behavior or visual gate has been verified.
