The sidebar Settings group gains a second heading "Publishing" with one child, "Sites". Existing Settings frames (owner view) show both. Admins and other roles see neither the card nor the sidebar entry (frame "Hidden entry (admin)" in group "Sites"), and `/settings/sites` shows a 403 page (frame "Forbidden (403)").
